Depends on how you want to approach it.
If you want to do it the standard way, just buy a deck, source out some books on the subject (any bookshop with a New Age or Spirituality section will have an ample supply, try one of the bigger Waterstones), and put aside some time every day to go over the meanings of the cards. No special tricks to it.
It's also important however that she get to know her tarot deck. Pictorail meaning is an important part of Tarot, and this generally works best if the user comes to his/her own assumptions about each cards symbolism. Fitting someone elses rigid description of a cards meaning into a proper reading is often impossible. This is also why it's generally a bad idea to learn the Tarot from a teacher, as you will invariably pick up some of his/her quirks.
There are also some minor fiddley bits, keeping the cards protected from "wayward energies" (usually you wrap them in a piece of black velvet), and developing a connection with the cards (keeping them under your pillow is a decent way to do this, apparently pillow fabric doesn't block energy :) If she's serious about the Tarot, she'll probably want to go through with this, although I personally think it's a massive load.
And that's it. The most important thing is to keep it up, it's almost like learning a new language, repetiton is the key to familiarity.

There are lots of sites online, or go to the nearest Book store. There are many books on Tarot reading. Usually when you guy a deck of Tarot Cards they will teach you the meanings of the cards, and as you study, you find your own meanings of the cards in a spread. The best deck to start out with is the Universal Rider/Waite deck. If she picks up a deck, it will come with a book and she can always find sites on the internet that can help her also. My first deck was the Rider/Waite deck, and now I have 3 different decks. Blessings, Mare~

Try some of the elder women who live there. Tarot reading is older than we can document and has been handed down generation to generation. Learning tarot reading, though, is much different than being good at it. That comes through bloodlines.

There is no such thing like learning tarot reading, you got it or you don't. It is more about that six sense than reading cards, you put the cards on the table and then the perception comes to you, like images or sounds, or a feeling, you waste your money if you think you can "learn". you got it or you don't. If you have it you can use anything: a crustal ball, a cigar, cards, bones, pebbles, anything....that is only the mean, the communication line, but you have to have the gift

Usually anywhere tarot cards are sold, if they don't offer a class or course, they can refer you to someone who does offer classes. Lots of decks are sold with accompaning interpretation or direction books, as different readers see different messages in each spread.

all card decks contain a fixed meaning to the cards. how to interpet the layouts takes practice. lots of books out there that will teach you something of what to do.
