nope.... braille is a series of bumps assigned to the 26 letters of the English alphabet.... Russians use a different alphabet so their Braille would be different.... Braille isn't a language... its a way of writing like block letters and cursive....

No, it is a way to represent the A-Z alphabet and I think numbers also. You can use it to spell words in another language but since some other languages don't all use A-Z (Chinese for example) it would not be the same for those languages that use different characters.

Braille as far as I know represents A-Z letters and numbers.

Sign language on the other hand is considered a separate language.

Answering your subsidiary question, sign language is multi-lingual, depending a lot on descriptive actions, like "come" and "go", and "boy" (no face hair) and "man". As for finger spelling, then you'd have to know the other person's language.

Braille is not a language, it's a type of writing for the blind.

It can be used in any language, as long as the foreign word/sentence doesn't use any letters that are not included in the Braille writing system.

v.t. v.t. truss sail; haul up. brails, n.pl. cords on edge of sail for trussing.

no! it is not
e.g. in Serbian there isn't any word that can be even associated with the meaning of the word brail and that it sounds similar...
