Computers actually run pretty quiet. It's the crap that's needed to keep them cool that usually makes a lot of noise. Some computers can have as many as 4 running fans at any given time. Then hard drives make minimal noise as well - add all that to a CD drive spinning up and you have a small aircraft taking off in your living room :)
Sometimes fans can get junk in them or just become really dusty and that can cause an extra buzz since they spin so fast.
First I'd try opening your computer (touch a metal surface over and over to avoid static charges) - then use a dust can (get it at Best Buy or any electronic store) to flush out any grime inside. Best to do this in a garage.
If that doesn't help, then you have 2 options. You can try to buy and replace the fans with ones that are made to run very quiet or you can start saving and invest in a new machine. Why do I say this? Cause computers can be very inexpensive these days and if your machine is old, this might be a good time to do that.
If you open your case up and then turn your computer on (it won't hurt it) you can try to figure out what's making the most noise. If it's the fans, try replacing them. If it's the HD, you can try replacing it. Otherwise, new machine or live with the noise.

There isn't much to be done for a noisy fan. Dust doesn't cause the noise to become louder, it would just start to sound different as the fan becomes more slow.
You *don't* want to try to muffle it by putting it into a cupboard, or putting something over it because you'll interfere with its purpose - to cool off the internal parts, and then they could overheat and be permanently damaged.
You could purchase a new fan/power supply that is quieter, but is it worth spending $50 (and that's if you install it yourself) - only you know how much it's bugging you.

Most likely it's a fan or it's your hard drive. If it's making a clicking noise, it's possible your hard drive is failing. Fans also can go bad or become clogged. Open the case and see if you can pinpoint the noise. If it's the hard drive you may want to back up your data as soon as possible. the hard drive and fans are the only moving parts. it could be a Case fan, video card fan, power supply fan or a fan on your processor. any of them could be causing the noise.

There is probably dust inside. You need to get a can of compressed air and blow out all the dust. Make sure you unplug everything when you do this.
