Those are three very different jobs in the computer graphics field, depending on a person's area of expertise. As a graphic designer, I specialize in the correlation between text and graphics (photos, clipart, etc.) in printed matter such as books, magazines, brochures. Also known as layout & design.
Graphic artists do more along the lines of creating cliparts, creating images using computer programs.
And I believe graphic engineers are more along the lines of computer-generated renderings (like for building plans and the like.)
