DMV will be able to run the VIN #, but I don't understand how you got the VIN but didn't get the license plate

Because people like you who are victims tend to take matters into their own hands, you probably won't be able to track down the owner/driver through a license plate number. (How did you get close enough to read the VIN without seeing the driver?) Take the information to the police and they will find and ticket the owner. You get your licks in when they show up in court and you testify against them. Let your insurance company handle the damages. They will garnishee his paycheck for the rest of his life.

thats strange you would have the vin an not the plate number,give the vin to the cops,they can tell u

Your states Dept of motor vehicles should have the vin number on record. Or call your local police dept.

Sounds fishy to me - if they hit you do what any other normal person would do and call the po-po.
