Adobe Photoshop can do this as can Jasc (now Corel) Paint Shop. I prefer Paint Shop, it is cheaper and almost as effective as Adobe Photoshop.
To do what you want to do you open the picture of the field that you want for your background. Then you add a blank layer. You open the picture of the person, and trim down to their outline. Then you copy that image and paste it on the blank layer in the field picture.
The two drawings are actually separate, so you can edit either one to add or subtract elements. Like say you want to include a pedestal for the person to lean on. When you finish your editing then you merge the layers into one layer and save the image as one complete picture.
The handle a lot of drawings I recommend Graphics Workshop Professional. It makes small (10k) thumbnails of the images so you can view an entire file of them all at once to find what you want to edit next. You can also do some simple image manipulation with the program, and it is free!

I can't tell you that Limewire software can find you a free copy, but beware of mean people who want to send you a virus instead.

It does have an annoying nag screen reminding you to buy it, but the free version is fully operational.

The best program is photoshop but it's pricey. Another good one is paintshop pro. There are many less expensive programs, maybe even some free ones. But these two are amazing!

Photoshop is definitely the program that most professionals use (http://www.adobe.com/products/photoshop/index.html), but it's expensive.
A free alternative is GIMP (http://www.gimp.org/)... it has many of the same features that photoshop has. This might be a great place (and free place) to start while you learn.

I don't know of any free programs that allow you to do that, but that doesn't mean that they don't exist. You could google "free image editor" and see what comes up. I use the image editing program that came with my HP printer as well as Paint Shop Pro to edit images, but neither one of them is free.

Adobe photoshop is the best but it is expensive. If you want something free, most digital cameras you buy come with somthing decent for photo editing.
