There is absolutely no way in hell you're going to get an unbiased answer from anyone that answers this question. Anyone who's a Bears fan is going to say the Bears, likewise for the Bills. That being said I would have to say the Bears (and of course, I'm a Bears fan... see?) simply because their fan base is larger.

Chicago is a far bigger market than the Buffalo and there are Bears fans all over America. Outside of Buffalo, you will find very few Bills fans.

I've lived in Buffalo for 3 years, and I can say the people of Buffalo have a great love of the Bills. Regardless of their record, they absolutely love the football atmosphere and the competition.
