Iran thinks that with the high Muslim population in France, that France will be easier to manipulate and buy them time. It's not working too well.

Maybe Iran trusts the French. The Ayatollah Khomeini spent some of his exile in France, there may be some long time respect for France. France has a large number of muslims living in France, and Iran as well as the rest of the world has probably noted France and USA often do not see eye to eye.

Maybe because France is more Left-leaning than other European superpowers and that would benefit Iran against what Bush wants to do regarding Iran

because France is not a rabidly aggressive country, and europeans have not forgotten that the only country to use nuclear technology to kill hundreds of thousands of civilians is the US.

who stops the americans using illegal weapons like white phosphorus in Iraq? get your own WMD under control before you go preaching.

Because they know that France has opposed most of U.S. actions in the middle east, also because they know that they can bully the French around - having them oversee their nuclear program is akin to having noone oversee their nuclear program.

Because France is not being led around on a leash by the US. They're neutral and have a modicum of common sense.
