they just don't want you walking in with a hood or helmet on because they can't video tape your face or features. It's easier to hide from the cameras that way.

As for as from shopping centers, I haven't heard that one. Must be something local to you.

Good point. On the news a few months back, was a frail old lady of 82. She went to a pub once a week for a quiet drink. She was told to take her little hat off cos the security cameras needed clear shots in case she "caused trouble"

it may seem like a weird rule, but wearing a hood can be dangerous or seem dangerous when walking into a federal building. people think you may be hiding something in your ears (a walkie talkie device, an ear piece, etc) and plan to maybe rob a bank or stop an important delivery.
in other cases, it can also seem disrespectful to the people around you.

Quite simply because Muslim women wear veils as part of their religious faith, and it's not really on to tell them they cant. Plus, they generally don't use them to try and avoid being caught on CCTV nicking a crate of WKD Blue and 200 cigarettes.

A uniform of the hooligan along with the baseball hat. Definitely ban them.
