Google toolbar has a good pop up blocker. Also make sure that you've got all the windows updates and wipe out all adware and spyware. Adaware and spybot seek and destroy are good. Use both. For double coverage.
Other than that, if it doesnt fix it, you're screwed. Live with it or reformat your hard drive and start clean again.

your problem is in your PC there are too many spyware, adware, probably trojan horse hidden and provoking all the pop-ups. clean it with an effective spyware detector software such as Spybot Search and Destroy. Then later, update your web browser to stronger cipher strength. you can use and keep your IE, no need to install Firefox or any other web browsers as what some folks will tell you to do. All you need is to configure the settings in IE accordingly to block pop-ups and certain active X components will do. regularly update your spyware detector software such as Spybot Search and Destroy.

Get a pop-up blocker, I think you can get one with the Yahoo! toolbar, you can also get one with the Google toolbar.
