In the U.S., starting in the winter, it will be sold behind the counter, not OTC. To be sold, you must be 18 and a licensed pharmacist or other health professional, i.e. RN, must be present. If the pharmacy is closed, than you cannot buy it. Once it becomes available BTC, most pharmacies will probably carry it.
More drugs will become behind the counter in the coming years.

You must ask for it at the pharmacy counter. It is not sold "off the shelf". A pharmacist must talk to you first and counsel you before you purchase Plan B. This is done in private with nobody else around, for your privacy sake. There is no age requirement, and the pharmacist can't ask you this question. (at least be a teen, common sense) but they can ask you if you have any medical conditions or if you are taking other medications.

Everything is strictly confidential, but you must answer some questions first with the pharmacist. It's non-judgemental, but it's part of the condition of selling this medication.

Feel free to call pharmacies in your area first, and check if there's a female pharmacist on duty (if you prefer), and if you can get your counselling in a private area. They can also tell you how much it will cost as well.

This procedure is how it's sold in Canada, it may be different in other countries.
