Reports throughout the whitehouse broke out and it was on the media for a while, talking about it as a strong possibility. Videos have been shown and investigations followed revealing that the President has, in fact, authorized the torture. You can decide for yourself. I'm not saying that Rumsfeld did or did not authorize the rape.
