In Mesopotamia, political dominance was always changing. There were several groups who lived around the Tigris and Euphrates Rivers, and the environment they lived in made it easy to invade other groups. They were always fighting over control of the rivers, which were important because water helped grow their crops, which helped the citizens to survive.

Egypt was more stable. They weren't easy to invade because there were deserts east and west of it, rapids on the south of the Nile River, and the Mediterranean Sea to the north of it.

Egypt became a state when Upper and Lower Egypt united, and a pharaoh ruled both lands. The pharaoh would remain pharaoh until his death. A male son born to the royal queen was usually the successor. The pharaoh would be blamed if he could not keep the two lands in peace or if the Nile didn't flood one season (because it usually did). There were Intermediate Periods in Egypt's political history, when there wasn't one sovereign ruling over both parts of Egypt, but for the most part, the government was stable.
