For some e-mail clients, this is possible. For some webmail programs, this is possible.
In both cases, set the email option, so that composed email is in Formatted mode (HTML) and not Plain Text. For Outlook and Outlook Express, you can Open the New (blank) email message and go to the FORMAT menu and pick HTML. For Yahoo, you can go to the OPTIONS section and set it to Formatted.
Compose your email with a word processor or HTML editor, and include the photo. Select this text and graphic and use COPY, then PASTE it into the email message. Address and add the subject to the email and hit SEND. For Yahoo email, the graphic might not appear, but will be sent as expected.
Try sending a message to yourself, so that you get more familiar with the technique and appearance.

Same as you do with text.
Hold the right mouse button down as you move your cursor from the upper left corner of the pic to the lower right (or any opposite corner to corner) This should highlight the pic with a shaded color denoting it's highlighted.
Right click on the pic now & select copy.
In the message area of the new eh-mail you are sending right click and select paste.
The rest is same as always.
If this doesn't work you'll need to try a different account with another company's eh-mail.

Getting Started Using Yahoo! PhotoMail
Yahoo! PhotoMail is a feature of Yahoo! Mail that allows you to:
Find, select, and share hundreds of photos at a time from your computer, your Yahoo! Photos albums, or from Yahoo! Image Search using Yahoo! Mail.
Save photos you receive through Yahoo! Mail.
Tip: The Quick Select Tool allows you to find, select, and share files of any type, not only photos.
You may be familiar with the practice of sending a photo as an attachment to your email message. With Yahoo! PhotoMail, you can insert thumbnail images of your photos directly into the body of the email message, move them around, and mix them with the text of your message. The thumbnails you send in a PhotoMail message are linked to larger, high-resolution versions stored in Yahoo! Photos.
When you send photos with Yahoo! PhotoMail, the recipient can preview the photos in the body of the email message and then view or save the larger, high-resolution photos.
Tip: Yahoo! PhotoMail supports JPEG file format only.
Before you can send Yahoo! PhotoMail, you must download and install the Quick Select Tool.
Here's How
Launch Yahoo! Mail.
Click the Compose button.
The Compose page appears.
Click the Insert Photos button.
Tips: If you don't see the Insert Photos button on the Compose page, you can go to http://photomail.mail.yahoo.com to install PhotoMail.
For Yahoo! PhotoMail to work, you must be running Windows 2000 or XP, Internet Explorer 5.5 or higher, and your browser must support ActiveX plug-ins. If your browser does not support ActiveX plug-ins, the Insert Photos button does not appear.
The first time you click the Insert Photos button, the PhotoMail installation page appears.
Tip: If you have already installed Yahoo! PhotoMail, the Quick Select Tool appears. See Inserting Photos in Your Message for more information.
Follow the onscreen instructions to install the Quick Select Tool.
