not in the U.K no as they have to remove there veil for official photographs, they also have to show there face without veil when going through customs and check in too. If they get stopped for speeding for example they would have to remove there veil also to prove they are the licence holder. Anything official needs a photograph and they are very specific about what is acceptable and what is not, veil not allowed!!

I have been asked to take off my ball cap for a passport and drivers license photos. So just get with the security of the world now as anyone could wear a veil to pass borders or change identities.

I once allowed a muslim woman whose Oystercard pic showed just her eyes through the barrier at the tube station where I work. It had failed to work but as for ascertaining whether it was hers proved difficult because it was her word against mine unless she could produce further ID, but then any photograpic ID would look the same as that on her Oystercard, so I gave up. There are no official guidlines to photocards when using Transport for London's mass transport system. Perhaps there should be?

NJ used to let muslim women wear the veil for their driver's license. They changed the policy for good reason. Someone sued and I believe the law was upheld.

if they let those women who cover their entire faces & only show their eyes, then i think that is stupid, what is the point of identification if all you have to go with are eyes??? to me that would defeat the whole purpose of the pic...
& for driving with the veil things on... wouldnt that qualify as an obstruction of view (because it blocks your perifrial view), and considered unsafe?? i know for a fact a close friend of mine was pulled over (i was in the car) for driving with the hood of his sweatshirt on...apparently the officer thought it was an obstruction of view.

No you cannot under any circumstances. If you have a look on the photo acceptance form it states clearly this isn't allowed it must be a clear photo of your face. Nothing is allowed to obstruct.

The guidlines that I've seen say that veil cannot be worn for a passport photo.

Varies from state to state. Florida declined to renew a drivers license for a woman who wore the full veil, and won their case.
The gist of it was that driving is not a right, it's a privilege, and it's conditional. If you refuse to have the photo id, you don't meet the conditions.
