No one activity 'burns fat' and targeting one area of the body will not reduce the fat in that area.
You burn fat by using up the glycemic (sugar) stores in your muscles. This sends a signal to your liver to release chemicals which instructs the fat cells to convert their stores to glucose for your body to use. You need to perform a sustained physical (perferably aerobic) activity for at least 30 min to increase your metabolism. Building muscle mass will increase your resting (basal) metabolic rate. You lose fat by burning more calories overall than you consume in a day. The specific type of exercise is irrelevent, so long as you sustain it for a period of time. Getting your heart rate up (aerobic) excercise, will increase your metabolism faster in the short term, but only increasing muscle mass will allow you to burn at a higher rate while at rest.
So, to make a long story short, eat less (but healthy foods), exercise with 30 min of aerobic activity (like biking, brisk walking or running, jump rope, etc) and follow that up on alternate days with a weight lifting regimen.

Using the largest muscles (legs) for long periods of time will burn the most fat (running). Using all of your muscles at the same time will bring you into better fitness (swimming). For just belly fat, sit-ups.
