Are Froto and Bilbo related? How does Bilbo find the Ring?

Bilbo finds the Ring in a cave when Gollum drops it. That was in the book, "The Hobbit".
Bilbo is Frodo's uncle.

In the first chapter of The Fellowship of the Ring, it talks about Bilbo and how "he had no close friends, until some of his younger cousins began to grow up. The eldest of these, and Bilbo's favourite, was young Frodo Baggins." So cousins, not uncle/nephew. As for how Bilbo got the ring, he found it in his first adventure, in a cave in the mountains, where the creature Gollum had lost it. That happens in the book The Hobbit. You should read it........

For the record Bilbo was NOT Frodo's uncle. In Appendix C of Lord of the Rings there are listed family trees, Bilbo's Grandfather and Frodo's Great-Grandfather were brothers. Which makes them third (3rd) cousins, but perhaps seeing as how Bilbo was like 60 years older than Frodo the "Uncle" was prob much easier to explain to a young hobbit(as we do to our own children) and the name stuck.
As for the ring, it was found on the shores of an underground lake by Bilbo after Orcs surprised he and his dwarf party as they rested for the night in a cave, which just happened to have a secret back door, leading to a tunnel used by the Orcs for just such an occasion. The Dwarfs were all captured, but in the confusion Bilbo ran for it when Gandalf created a diversion and made his own escape. Bilbo ran to the very depths of the mountain and found the ring lost by Smeagol/Gollum, then uses it to follow Gollum to an exit.

Frodo thought of Bilbo as his uncle (though Frodo was actually his first and second cousin once removed, since his mother was Bilbo's first cousin, and his father was Bilbo's second cousin).

Bilbo finds the One Ring, which Gollum had lost, in a cave after they have a riddle competition.

Frodo is Bilbo's nephew. And Bilbo found the Ring in the Orcs' caves after it fell out of Gollum's pocket. "The Hobbit" contains the details.

Bilbo is Frodo's uncle-his brother was Drogo Baggins who married Premula Brandybuck, who was Frodo's mother. Bilbo found the ring in the caves of the trolls during his quest to the lonely mountain with Thorin and the dwarves before he got into a riddle fight with Gollum. He then used the ring to escapse Gollum's wrath and escape to help his dwarf companions,

Frodo is the nephew and heir of childless Bilbo. Bilbo found the ring in a cave when he became separated from Gandalf and a group of Dwarves with whom he was on a quest. Gollum had lost it and was seeking it.

Yes, they are both Baggins(es). As others have pointed out, Bilbo stumbles across the ring in an underground cave. He then engages in a riddle context with Gollum to determine whether he should be allowed to keep it. The riddle scene is one of the best parts of The Hobbit, which, incidentally, is going to be coming to theaters in the near future. This book is well worth reading if you haven't already.
