Yes. It's still wood and thus porous. It's a bit of a pain though because it's difficult to spread evenly. Use a very soft, small brush to reach all the way between the individual strands.

I don't think stain will penetrate as most wicker has been sealed. I think you would be just as pleased with the change by spray painting. Some spray paints and stains look alike.

Paint or stain. I dont think you can stain it if its already painted and it would be near impossible to get the paint off.

sure all day long if you want seal it when your done just like wood or use tongue oil.
