yes at present, , , the us is considering messing that up, , but i dont see any good to come of that and i am predicting it will fall thru.
mexico doesnt require anything for us citizens to come into mexico and stay 48 hrs or less.
if you are going farther south than their immigration checkpoint you are supposed to have a permit, , , if you get stopped there and you dont have one, you will be sent back and you will be sent back if you get caught beyond that point without one.
at present, and i have done this several times, a 7 day permit to anywhere in mexico is free, , , you need a pic id and birth certificate.
its about $25 for a 6 month permit.
and you can stay on the border for an unlimited amount of time without a permit as long as you cause no problems, , , ive stayed several months at a time without crossing over, , , i hate to cross over, , , thats where all the hassle is, , , , the us immigration, , , and they are the ones wanting a passport for anyone crossing into mexico, , , not mexico. can you imagine a family of 5 wanting to go shopping in mexico? $1500 in passport fees plus a few month wait for them, , , not happening, , , i hope.

This is what i found online:
Border crossings
If you're planning to go to Canada, Mexico or the Caribbean by car, train, ferry or on a cruise ship soon, relax. It will be a while before you'll be required to have a passport to get back into the United States.
But if you're planning on flying to those destinations this winter, even just hopping a seaplane to Victoria, B.C., apply for your passport now, and get one for your kids, too. You'll need one as of Jan. 8.

i never had to have a pasport but i have not been there in a couple years. just had to wait in line for long while sometimes. if you do not have a pasport you could not inland more than 12 miles.

You don't need one now unless you don't have any other identification. Otherwise, starting January 1 you have to have one.
