You color first because the hair will need to be dry. You cut second because the hair will be wet when you've finished the color and it needs to be wet for the cut.

When I was getting highlights, they did the color before the cut. I am not sure why, but a professional salon must know what they are doing.
I bet it has to do with needing to wash the color out, so you don't need to wash the hair twice. (Once before cutting and then again after coloring.)

Color then cut....colorings your hair sometimes produces fried ends....its best to cut after.

decrease then color, in the different case u are dropping time to color hair that you`re in simple terms gonna turn round & decrease off!!! i worked at a salon in london, i educated in cosmetology, & u almost continually do the haircut first!!!
