When the quilt was quilted the quilter spritzed the top and ironed it. This caused the dye from the material to follow the threads to the back staining the white backing material. I need to get the stain out without washing the quilt.

Yikes! You may have a hard time with this, because the dye was heat set by the iron. This makes it especially difficult to remove. You can try using a color remover like Synthrapol or RIT Color Remover. You could try painting on the color remover and blotting it off with a damp rag. Be careful, however, because you don't want to remove the dye from the other side, or from the printed backing fabric if that's what you used.

Have you tried one of those "bleaching pens" I've seen advertised on TV? (You state the backing material is white.) If the stains are just where the threads are showing, perhaps a touch of the bleach pen would remove the stain and NOT bleach all the way through to the front. (There is a middle batting, right?)

I feel for you if nothing works. Have you asked the quilter if he/she could redo the quilting? (Meaning pay to replace the backing material and requilt?)
