its pretty good fro someone who hah never done it before. as he builds more endurance his time will improve greatly, he will also learn to run faster as he goes

It's a bit slow. My son is also 13 and my wife and I were both runners in school, so I have some basis for a background on this. Having said that, you only have one "data-point" with which to operate. Before you draw conclusions, let him train a little and time him several more times in the mile.
It is also possible that he is an inherently good runner but the mile might not be his best distance. I suggest that, after training some, if you see some improvement in this time, you talk to the track coach at his school who knows him and can see him run. This person would be better able to evaluate your nephew than we can here in the Internet.

If he has never run cross country then that is a very decent time. There are grown mew and women in the US military that run slower than that. I have room to talk because I run a 4:55 mile and an 11:41 2 mile. dont pay attention to the negative responses. those are just the people that are on here to be rude.

Coming from a high-school cross-country coach, I can say that 9:24 is fine. Frankly, worrying about his time is a waste of yours. It's tough to get 13 year olds to do anything active, so you should be proud of him for attempting. Encourage him to improve and stick with it, not to win trophies. It'll make you both better people.

well at out school we get graded on that kind of stuff and that would only be a 4/5, but in my opinion that is a normal speed. Maybe if you run w/ him that will help you both!

as long as he's enjoying it, his time doesn't matter.
junior high sports, espicially junior high running, are horrible for predicting even high school success. In my 8th grade class, one girl wasn't a top 8 sprinter, but when we did 9th grade, she qualified for high school state. I didn't run in my junior high conference meet (not top 2 in any event), but i was the one who was all area in high school.
I personally feel you shouldn't be competitive until high school. There is no reason to get worked up about junior high sports. They should be about learning sportmanship and the sport. Of course, most of this country disagrees with me... but oh well.

WHY DID HE WALK IT?
REALLY THATS A SLOW JOG.
SOUNDS LIKE HE IS IN NEED OF A TRAINING PROGRAM.
HELP HIM OUT WITH HIS TRAINING. RUNNING EVERY OTHER DAY AND WORKING OUT IN GYM IN BWT. BUILD UP LEG-LUNGS-STAMINA.
COACH CAN PUT ON A REGIME.
