No, its because its a loaded question for a guy. If he says you're pretty, he's probably afraid that you'll read more into what he's saying than what he is. If he says you're ugly, you'll be crushed.
That's not a fair question to ask anyone. What's more important is that you like yourself enough that what others think really doesn't matter.

He's immature and doesn't know how to answer. That's one of those questions that if a guy's answer is different from what you want to hear you'll be mad a t him. I'm sure you're far from ugly, he's just doesn't know how to answer you. He's a kid.

It's because he doesn't want to get into trouble. You are probably not ugly and he probably doesn't think you are ugly, but he may have suspected the conversation was about to go in a direction he didn't want it to.
