Get out and join in a group or go do things outside of your house. Just going places exposes you to more people, thus providing more opportunities to talk to someone.
If you need to talk to a specific person (say a counselor or something) then, call your county health department and they can usually provide one to you at little or no cost. Use your city numbers, they are a good resource if you are looking for a specific person to talk to. If you just want to connect with people your own age or with similar interests, like I said, look up a group in your area and ask what it would take to join.
If you would rather not leave your house, then the computer is a great place to connect with people on a not-so-intimate level. You can find chat rooms for your state (and even sometimes for your city). I know that on myspace.com there are specific group that you can join to converse with others that have similar interests.
