Since the house is currently in recess until after the elections, there probably won't be a new speaker until then if Hastert resigns. Once the new house is seated (with possibly a different majority), a new speaker will be elected.

Should he resign, which at this point is doubtful, the members of the Republican Caucus (Republican members of the house) would get together and vote for a new speaker.

Since they are the party in control of the House, they have the privilege of choosing the next Speaker.

The House of Representatives itself would elect another Speaker. As long as Republicans control the House, you can bet it would be another Republican.
