There are various different ways to do leg-lifts. The most common one is probably one of the least effective.

Pilates leglifts are among the best sort of leg & butt excersizes you could want.

lay down on your side (usually on a cushioned surface) and pull your legs (keeping them straight) forward so your in a wide V like position. Then lifting your top leg just hip high swing it all the way forward as far as you can go, bend the knee heel to butt and then move it backwards as far as you can go. Repeat ten times (more for a better workout) Then you reverse. Leg is straight and hip high and goes back as far as it can go then knee bends and is swung forward as far as it can go before straightening. Do this ten times.

In addition to this is a more classical form of leg lifts that is very helpful in firming and toning muscles.

Stay on your side in your wide V like position and turn your top leg so that the knee cap is facing the ceiling as much as possible. Then lift the leg without losing that position as high as it can go. Be sure the leg is straight and knee cap is turned upwards. Do this ten times.

After doing that one side turn over and make sure you do the other side otherwise you'd have an uneven workout.
