Open up body shop.
Once it's loaded, click 'create parts'.
Then click 'start new project.'
Now, I'm going to show you how to do something simple, like make a different colored shirt, but there are lots of things you can do.
Click 'Create Clothing.'
Now, select the gender and age of the model, so you can choose among the shirts you like.
We're going to go with the default adult female. Now, click the casual clothes tab. Select shirts.
Browse through until you find the plain brown tank-top. Select it.
Now click the button at the bottom with a folder and an arrow, reading 'export selected textures,' or something along those lines.
Type in 'BlueTankTop' as the project name. You can name it something else, but it makes it easier to find if you have a clear name like that. Click the check.
Now, here's where things get harder. Open up 'My Documents' on your computer. Find the folder labeled 'EA Games'. Double click it, then select 'The Sims 2'. Find the folder labled 'Projects,' and click it.
Now, there should be a folder labeled 'BlueTankTop.' Double click it. Now, there should be three or four files there. Select the one that is in brown.
Now, I don't know what sort of image editing programs you have on your computer, so I'll assume you have paint. Right click the file, and click 'Open with.' Select 'Paint.'
The file should be opened in paint. Click 'Image,' then 'Invert Colors.' You should have the picture in colors that look like a negative.
You can do a lot of cool stuff with the colors of your shirt, but I don't know what you have, and paint isn't really the best program to use. But, we're stuck with it, so we've got an odd looking shirt.
Click 'Save.' Now go back to the 'BlueTankTop' folder. Find the image that's in black and white, not the grayscale one. Open the black and white image in paint.
Everything in black is what's not used in the picture. Look back on your blue tank top--there's not just color where the tank top will appear on your sim.
Let's make this top a little more racy--use a black paintbrush to lower the neckline by drawing black over some of the white, because the white is where the shirt will appear.
When you're done, hit save.
Now, back to bodyshop. Switch back to the window, and hit the button that says 'refresh.' It should show your blue tank top. If it doesn't, check back and make sure you actually saved it.
Then, under the 'tool tip' bar, type in something. If you're planning on uploading it to the sims 2.com, type in a title of the shirt, followed by your username. Or whatever you want. It'll be the message that hovers over your clothing.
Click the folder with the arrow over it that says 'Import to Game.' Then you'll be able to use it in your game!

go to www.modthesims2.com and then click on create.
there are tutorials there that show you how to create clothes. you will also need an image editer like paintshop pro or adobe photoshop. you can find both of them at www.download.com

there's an editor somewhere, I've never used it personally but it's there.
