The Freedom of Information Act 2000 applies to public authorities. Schedule 1, Part IV indicates that public authorities include:-

the governing body of a maintained school, within the meaning of the School Standards and Framework Act 1998. [clause 52]

and also:

the governing body of an institution within the further education sector [clause 53(a)].

A sixth form college (being post 16 education) probably falls within the further education sector. Either way the governors are obliged to provide the information.
