Sailor mercury's Aqua Rhapsody is a water attack because some sites say its a ice attack so what is it water attack or a ice attack

It can be whatever she wants it to be. Water is found as a solid, a liquid, or a gas. Ami-chan can use her brains when she executes an attack.

The aqua rhapsody is a freezing attack. So I suppose technically it is an ice attack, if your trying to make a distinction. Most consider Sailor neptune as having water (proper) attacks.
