It completely depends! I am currently 18 and have friends who would like a huge range of different things. I would say cash rather than vouchers, because i know when i turned 18 it was hard finding the cash to go out with friends, most girls by 18 have an extensive wardrobe, drinking is what 18ths should be about! with the money she can spend it how she wants and although it may seem unpersonal, it will be the most useful and appreciated by her! believe me!

Be careful. If she is the daughter of a good friend then you want to make sure that you don't cross a line with the gift.
Find out what clothing store she likes and get her a gift certificate for there.

Give her a certificate to her favorite store. Or get her a certificate to the movies and wrap it with a bucket filled with pop corn and candy.

Vouchers for a spa day. They normally like that sort of stuff and they can choose what they want to spend it on.

get her a card and put vouchers in it for a music/dvd store she'll hav a use for them

get her something impersonal, like vouchers to her fav designer, or money?
something that isnt alot of effort, but somethng that will still be appreciated.
