It means you can travel during the holidays with the airline miles that you have.Most holidays are big travel days and you would not be able to use those then. Christmas, ThanksGiving and New years and probably the 4th of july are blackout dates meaning you can use your free airline miles to travel on those days.

Its usually used in airlines or hotels. It means there are no days that you cant go. Usually when they have offers they also have black out days which means you cannot use the offer during that period.
