Assuming the car is headed in the opposite direction, hit the wall.
Since the wall is stationary the total speed of impact is 25 mph.
If you hit the other car the total speed of impact is 50 mph.
This will generate a greater acceleration (or deacceleration) and thus a greater force upon impact.
Remember speed doesn't kill, deacceleration kills.

It involves only your car. If the other car is going 25 too. You add the speeds to figure the impact. 50mph. Just your car 25mph. Insurance rates increase for only one car, injuries in only one car, only like 1/5 the injuries at 25 as there are at 50

Hit the wall for two reasons.
1. The impact will be at the speed of one vehicle, not the combined speed of both.
2. You will not hit the wall head on. you will hit at an angle.

Keep driving straight on - you hope that the other driver _thinks_ that impact with the wall will involve less damage as the combined velocities of a head on smash will be double. If he is that much of an idiot you will miss him as he wrecks his car. If he doesn't then it's the same as driving into the wall anyway.

hey the question is not clear wheather another car is moving too?
if the car is not moving the hit the car because the momentum will be transferred to another car and my car will come to rest, if it was moving with the same velocity as my car but in opposite direction, better to hit the wall,
you know the wall has zero momentum.

If your masses and velocities are the same, it makes no difference. The energy of the collision you will be dissipating is equal to your mass times the square of your velocity. The other car will dissapate it's energy.
