Repacement flashers are available at any parts store.
You have your choice of how loud, and some are even musical.
Look on the shelves, then talk to the guy behind the counter.

If you have a flasher that hangs from two wires and not one that plugs into the fuse block, you can make it louder. Just get a plastic cup or small plastic funnel cut a slot in it down one side and halfway across the bottom.Put the flasher in the cup. If you use a funnel just slice it down one side. I did this for a customer that was hard of hearing, and had the same steering wheel problem you do. The lighter the cup, the louder the sound.

The flasher relay is what makes the noise, you're right that it isn't very loud, however there isn't any way to make it any louder. It is simply the mechanical noise of the relay contacts clicking back and forth.

See if you can get a tech to add a couple of LED's in a location that you can see and hook them up to the turn signal switch.
