How do I write an exceptional grant proposal?

I work for a non-profit animal rescue. I am in charge in getting the grants, but all the foundations are so nit picky and I am having a hard time putting the proposal together exactly how they want it? Any suggestions from experience, or ideas on how to catch the viewer's eye?
