You have to offer them something to make them want to return... Example all the adult site that have the free pictures.. They rotate them out every few days to keep people coming back.. Cause they know if you keep coming back you will buy... At least it works well on my sites.... LOL

They refer other people when they think it is interesting in some way.
They come back when the content changes often and it is always interesting.

i dont know but i have been wondering the same exact thing. i think you just have to market for it. list it under google which is quite expensive.
