get who ever fit the new door to re hang it its off level and the seal may need replacing or the ground may be off level but most seals are adjustable so it may just need tweaking a little you may if you have the space fit a small rain gully across the front of door and lead it to soil area this will carry any excess water away from the garage door completely

the floor may be angled incorrectly, also, why not get someone to run some sort of drainage chanel (with grid) along the outside of the garage door, which leads to your drain

Stop making so much dust. If there are no dust particles being kicked up and released into the air than the dew that forms the clouds will have nothing to collect around and therefore will not fall to the earth. :-)

In the meantime adjust the door so that it goes down 1/4" further, so that it will seal tighter.

WATER SEEKS ITS OWN LEVEL & THEREFORE DOES NOT LIE. CONCRETE GARAGE FLOOR FINISHES THAT ARE THAT OUT OF LEVEL CAN BE CAPPED. +/- 2" CONCRETE CAP, YOU'LL NEED CONCRETE W/ 3/8" AGGREGATE, & PREPARE THE FLOOR W/ A BONDING AGENT ( FANCY ELMERS GLUE ), & MAKE DAMN SURE IT GOES IN LEVEL THIS TIME.
