One is at State level, and the other is at Federal level.

State senators will depend on the state and how they've come up with legislative districts.

A State Senator represents a local district in the State Legislature of that particular state.

Each state decides how many state senators go to the state's legislature in the state's capitol. The Constitution determines that only 2 senators (and how ever many representatives based on population) from each state go to Washington for the national legislature.
