a quick easy way is too right click the photo and click edit. this will take you to paint. then click on the edit option and select stretch/skew. downsize this by whatever percentage you like, but be sure to do the width and hight the same.

You require a photo manipulation program like Paint Shop Pro, Photoshop, etc, a google for "best free photo manipulation program" or "graphics program" etc...
Then you can go in and change the size of the image and save as a gif, jpg bmp etc. gif is the smaller of all of them but jpg is clearer, png can also be used but it isn't used as much as jpg is.
Usually if you go into TOOLS or IMAGE, there will be a place you can select that will allow you to resize. Then simply plug in the size you want and you should get it down to the level you need.
You can also use ImageReady or Fireworks...these are made for creating web ready images. and full working trials are available at adobe.com

Normally pictures can be resized which reduces the number of pixels used. This drastically reduces the size of the file because the computer has to load less pixels. To change a photo from 1.54mbs to 62.5kb you would have to RESIZE it.

Resize it and compress it. When saving as a JPG, choose a lower compression ratio. You'll need a better program than MS Paint to do this.

reduce the resolution or save to a different file type. .gif and .jpg file types don't take up much space. any program that allows you to save an image for web (MS Word, Adobe Illustrator or Photoshop, etc) will allow you to create these file types

Several ways. You can reformat it into a more compressed imag, You can crop out unwanted sections and resave it as a smaller file or you can thumbnail it but that will lose resolution when you resize.

you need a program to edit photos. kodak has a free one that you can download at kodak.com then you crop it into a jpg file.
