Can you do color replacement in photoschop 4.0?

I will assume you mean photoshop elements 4.
It will take some work and practice, and more than I can put in this space, but is the basic steps.

1) Use the lasso tool, magic wand tool, or selection tool to choose the part you want to change. You can read in the help files how to use each of these tools.

2) Click on enhance>adjust colour, and the appropriate submenu item you want to use.

That's it.

Using the tools and fine tuning the process is what takes practice.
