be careful when displaying pictures that are not yours as many have copy right, which means you have to ask permission to display them on your site.
The building of a website is the easy part, use something like dreamweaver which is very easy to use; if you are doing it from scratch. Otherwise use one that offers free websites.
As for putting the pictures up on the site, the best way to do it is to get a good digital camera that you can connect to your pc, take the picture and upload it into the site.

You can make a free website by signing up for web space at freewebs.com or just going to Yahoo! Geocities. There are many other companies who'll host your site, like Tripod or Angelfire, but they have a lot of ads. So you just go there, sign up, and they should have some kind of a file manager. You'll have to scan your pictures and make webpages.
You can make webpages with programs like Dreamweaver or Frontpage or with page makers on your host (the company hosting your site) if they have any. If you're taking web design seriously, I suggest you learn how to write (X)HTML (language used to program websites) and perhaps CSS later on (which styles your page).
It takes a while to learn how to do all of this, but in the long run, it'll be worth it. As you need more space later on, you may want to upgrade to a better host that you need to pay for or do some posting on forums that will pay for your hosting space. And if you're realy serious about it, you'll need to register a domain too.

You are seriously missing out on something good if you do not look into yahoo's own Geocities. It's free, and lets you make sites 2 ways: either with templates for you to drop images and text into, OR a freeform pagebuilder that works a lot like a scrapbook. --Just lay the stuff where you want it without any HTML needed. Anybody can make GREAT pages with Geocities. The only limit is your time and imagination.

Yes, if your Internet Service Provide (such as Comcast or Roadrunner or Qwest) should provide this service for free. Call the company and ask how.
You can pick up a web design program like Dreamweaver or Microsoft Frontpage. I would suggest learning HTML and Javascript if you are really serious about making websites.

Hiya!
I don't think you can actually do this for free as you have to first buy a domain name (e.g. www.randomname.com) and then you need to pay a rate for the web hosting (which is what allows your website to sit on the internet. This usually comes with a web building package where you can upload your pics...ect)
I purchase my website at www.1and1.co.uk and both the domain name and yearly web hosting cost me about £40 / £50 which isn't bad.

A good place to start off doing a web page is Yahoo Geocities. I started one on this a while ago with no knowledge of how to set up a web page whatsoever and it gives you all the instructions you need. Good luck!

Scanners are around $80 these days. Geocities will host it free I think if you don't make any porn or try to sell things.
