A forum cannot be created with HTML alone. You need some sort of server-side scripting language you help you out. An example would be php or ASP .NET.

There are hundreds of forums already written, with complete instructions on implementing them. One I would suggest works with php (most webservers are set up with it) is called phpBB. You can download the software and documentation at http://www.phpbb.com/.

You need a database and programming lang to create a forum
. Go to sourceforge.net and you will find many forum. Some of them are very good

A forum requires PHP language and MySQL Database. You can try a free on line forum service like these:

You download an addon - most space providers supply these - but I've given you a couple of sites that may help. Civic space looks good. Punbb I've seen used a lot.
