you can block numbers if you speak to you network provider.... failing that report it to the police.... if you start doing it back then you are going down to his level....
others ways to piss him off are blow a loud whistle down the phone.... that will give him headache or when he rings don't hang up but leave your phone away, some where so you cant hear him but he is using his credit up speaking to air .... ha

Best not to. Get onto your phone provider and ask them to change your number. They can also report the number to the police for you if you ask.

yes i think it would be fair.
also i think theres a few ways to send free text messages anonymously from internet sites (try icq), why not send your friend a few.
