First off, make sure the site has some unique content. Then just submit it to every search engine that you can find. There are 100 other free things to do and you will learn those as you go along. Most people are pretty much aware that click-thru link pages are really not useful, so they close that browser the second they see it. You can get a lot of hits but those people really aren't staying more than a few seconds. If you have a content based page the search engines will work, and people you don't even know will link to you. I have done it and am doing it again right now. The most important thing is that your are offering something unique that already has a market.

Optimize for search engines and register the site with them so it gets indexed.
