Once she gets the word out that she's available, she'll get kids quickly--if she lives in an area with a lot of working mothers. My mother did in-home daycare and had to start turning people away the second week she started (there is a limit of 5 unrelated kids in VA).

Her advertising probably only needs to be a sign in the yard or an ad in a local paper. The toughest thing for her is her 'company' policies--she needs to plan and tell the parents how much it costs parents to pick up their children late, days kids are out of school (that aren't real holidays), sick kids, and so on. And she should write it down, hand it to them, and maybe make it part of a contract and get it signed.

once she has license and permits, yes she can bill on a weekly basis, or have the parents pay ahead one week in advance. some centers charge by the week ,two weeks in advance.....
