Both. I learned both and use both daily. Check out Visual Web Developer Express 2005 from Microsoft. It's a free tool for creating ASP.NET 2.0 apps. It's great.

There is a good IDE for PHP as well. I can't remember the website at the moment.

It depends what you want to achieve. If you're planning to work in a .NET environment, and you are familiar with Windows programming, maybe ASP is good for you.

However, personally, I prefer PHP just for its ease of use, multiple server support, full documentation, and connectivity support to multiple databases, including MySQL.

Also, your PHP code will work with very little changes on a Linux or Windows machine. This is particularly good if you're planning on developping code for clients, as you may never know up front what type of server you'll get. I've sucessfully migrated my Windows PHP code to Linux by simply straightening out a few folder paths (from "\" to "/")... :)
