It's Hamlet's famous question in Shakespeare's play of that name. He is thinking out loud about his dilemma, his father's ghost having told him his new stepfather killed him to become king, marrying his mother. Can he live with the shame? Should he kill his stepfather? Mother? Then how does he live with himself having killed them?
It's a classic dilemma for anyone who wants to commit suicide rather than do or condone some evil, but knows that the evil will then go on, unless the person commits another evil.

Well, Prince Hamlet in Shakespeare's play "Hamlet" asked that question. At that point, he was debating the concept of existing or not. "to be or not to be. that is the question" means "to exist (live) or not to live". Some scholars believe that at this point he is contemplating suicide.

‘ To be, or not to be?’ A famous question.
‘ To Be’: To live: To Exist: To be alive: To Breath: To Continue.
A good answer.
‘ To be’ what? Now, that is an even better question.
To be honest to ones-self and to treat others as you would have them treat you.
That is an even better answer.
‘Not to be’ speaks for itself.
Nothing: Not here: Does not exist: Will never be: To end: To die.
That is the alternative.
I, for one, would much rather ‘ Be’.
