What age are the students in need of tutoring and is it outside of school hours? I think some young people don't have their priorities straight yet. They think hanging out with friends is a better use of their free time spending a little extra time on their classwork.

That's a very hard question to answer but it many be one or more of these
1) Lack of caring
2)belief that it can not help
3) does not want to fell obligated to the person paying
4) does not like the tutor
5) feels he/she does not require the tutor
