Generally when playing online games the term "noob" referes to a player being new to the game. If someone calls you a "noob" it means you are either new to the game or are playing as if you are new to the game.
Does that answer your question?

Noob isnt a Halo only term. Infact it has been around a long time. Far before Halo.
There are two terms:
Newbie is its original correct term. Means someone new to the game, started out as a online term but is used for any game now.
Newb, Noob, Nub. There are many various ways to spell it. The slang version isn't specificly someone new to the game. But someone who lacks skill and ability to play. Generally meaning a sucky player.

Well, they shouldn't, but it can be confusing. It's easier to understand when it's written, but unfortunately they're all pronounced the same way
If they're calling you a newb, it just means you're new, and therefore probably crap
If they're calling you a n00b, it means you hog the tank, rockets, sword, or shotgun, (anything it's easy to get kills with in fact), and you're still crap with it. it's basically a puerile and childish insult.
If they're calling you noob, it can mean either of the above.
Unfortunately, many people have taken to calling you a n00b not just because you're crap with easy weapons, but because you use the easy weapons to beat them (but it's ok if THEY do it, obviously).
For example, the so called "n00b combo" (Plasma pistol and either the magnum, smg, or BR) has been so dubbed because it's easy to get kills with it, not because there's anything wrong with it. When Bungie put the option to use it in their game, they did it so people could use it (strangely enough).
This means that if they call you a n00b after you've just killed them, they're just pissed off that you ripped them to pieces, and can think of nothing better to do than call you names. If, on the other hand, you're riding around in the tank doing nothing, and they call you a n00b, it's because you're crap, or you appear crap in their eyes.
As some of the above have said, it's not just a halo term, but as Halo is one of the most played FPS games, it's usually asumed to have orignated from Halo.

well noob isnt a halo exclusive term. noob is used in just about every game. but a noob is someone who is new, or acts like they are new by doing stupid stuff. or makes stupid mistakes that an experienced player wouldnt have made.

the term gets used for everyone anyway. noob is supposed to be a newbie, but if some jackass doesn't like something (I'm guessing immature teens) they call you a noob because that's the best geek speak they can muster.

Noob means that you are new to the game...short for newbie. A rookie.
