Since the Moon is full tonight, it will rise around sunset. The exact time depends on your location. Here's another site that will tell you when the moon will rise when you input your location: http://aa.usno.navy.mil/data/docs/RS_OneDay.html

we can see the full moon three days every month
usually the first of which (in the middle of the lunar month) is after sun set immediately,
the second day is about one hour after sunset,
the third is about 2 hours after sunset
after that it raises (accordingly) lately, but not full, it start to reduce until it become a crescent on the last day of the lunar month and rises just before sunrise
but the following evening (on the first evening of the lunar month) it raises as a crescent just after sunset of that evening
and continue to become larger and larger for the next 14 days until just before it becomes full when it raises just before sunrise,
the following evening it raises as full moon just after sunset of the middle day of the lunar month)

Couldn't they just move the moon in so it orbits every four weeks exactly? That would greatly simplify questions like this.
