You need neon socks or leg warmers, those rubber bracelets, lace gloves with the fingers cut out, wide neck shirt off one shoulder, mini skirt or super tapered jeans so tight you can barely get them over your feet (or you can pin them up the inner leg on the outside with many safety pins, going across the seam not parallel to). You have to tease the front of your hair up. Think early Madonna like in Borderline or Lucky Star, or Cyndi Lauper.
As for makeup, you could do super red lips or lots of pink.

A girl from the 80's, huh? Good fun! Try to check out some female singers like Pat Benetar, Belinda Carlyle; I'd say, cut up, off the shoulder t-shirt, some jeans with cuts all over (or even better, leather pants but these are hot and sticky after awhile), big hair, black fingernails (or blue or green), tons of eye makeup...I'd also carry a guitar around...just strap it on and play "air guitar" when certain songs come on!

just get the movie "prom night 2" hello mary lou.. there's a artist girl who dies early on in the flick who is so 80s it'll make you vomit..
the robe the hair... the chunky jewelry, the puff pants... the big belt... the layers of neon colored shirts and jacket... the big dark eyes.. i think her character name was jess. i had the hots for her for a while... (the character she played)
i loved her clothes in that movie.. shame she got kicked off so early in the movie.
actually the whole movie is a good base for 80s total atomic powered clothes, hair and make up.... oh and the jewelry.
http://www.imdb.com/title/tt0093176/
i couldn't find many images from the movie... but the movie is dirt cheap.. it's a fine example of what you're looking for without too much trouble and it's in time for halloween and ebay.com is packed full of junk like these styles...
have a ball.
oh and you can probably get the DVD of this movie also on ebay for dirt cheap too.

I grew up in the 80's, it really wasn't an exciting fashion time. Why don't you pick the 70's, at least then they had a style about them.
